Who Qualifies for AFL in Connecticut?
AFL runs under two state programs: the CT Home Care Program for Elders (CHCPE) and the PCA waiver. If you qualify for either one, you can join AFL. Here's what the state looks for.
For Patients — Eligible Likely If You...
- Has Medicaid. Medicare alone does not count.
- Are 65 years old or older
- Lives anywhere in Connecticut
- Needs help with daily tasks like bathing, dressing, meals, or moving around
- Can make care choices, or has a family member who can help decide
Who Can Be a Caregiver?
- Adult child (18+), relative, or friend
- Must live in the same home. Either person can move in with the other.
- Physically and mentally capable of providing daily care
- A spouse cannot be the paid caregiver. State rule. If that's your case, ask us — other programs may work for you.

Adult Family Living (AFL) is a program that helps elderly individuals (65 years old or older) remain living at home instead of relying on long-term care such as assisted living or nursing homes. This program enables family members or friends acting as a primary caregiver to get paid to care for a loved one in their own home.
